Home to ‘progress’ with budget plan costs, eyes passage before Oct break: Salceda – ABS-CBN News

MANILA– The Home of Representatives will “progress” and refer the 2020 nationwide budget plan back to the plenary, a legislator stated Tuesday.

Competing blocs in your home accepted support Speaker Alan Peter Cayetano in getting the 2020 spending plan approved prior to legislators go on break on Oct. 5, House Committee of Ways and Method chairman and Albay second District Rep. Joey Salceda told ANC.

The spending plan expense was withdrawn from the plenary by Deputy Speaker Luis Raymund Villafuerte due to declared “early” filing, triggering a caution from Committee on Appropriations chair and Davao City 3rd District Rep. Isidro Ungab that its passage could be hindered.

The conflict in between Ungab and Villafuerte, which might have caused a “huge crack,” was fixed at the level of the speaker, Salceda said.

” Wala pong crack na nangyari, naayos naman lahat (No such ‘fracture’ occurred, whatever was solved) … I ‘d rather state that the outcome speaks for itself, that on Monday we’ll have the GAB as is where is, that’s the NEP, which we will authorize it by Oct. 5,” Salceda said.

The GAB describes the General Appropriations Costs while the NEP is the National Expense Program.

” Actually the leadership, the Speaker, sort of permitted your home to progress and said that on Monday upon filing of the GAB, as it mirrored the NEP, will be referred back to the Committee so we can authorize it so we can go to the plenary. In other words all is well that ends well … I think the buck stops at the speaker,” Salceda stated.

Villafuerte earlier denied claims that proposed modifications to the spending plan bill were considered “insertions” or that it could result in pork barrel. Any pork barrel suspicion, at this point, is still “early,” Salceda said.

Ungab said your home might propose an additional budget plan to attend to issues of legislators who wanted to promote jobs that were vetoed in the 2019 budget.

” A lot of likely it might be supplemental pero pag-aaralan nga (we still require to discuss it),” Ungab stated.

Ungab stated these were “routine tasks” that have an influence on the economy, like roads going to tourist areas, and farm to market roadways.

” We will look for methods kung paano mabalik yung pondo (to restore the funds),” he included.

The delayed passage of the 2019 spending plan due to alleged “insertions” has triggered a slower financial development for the very first half of the year, experts stated. — with a report from RG Cruz, ABS-CBN News
